Roofs are tested by dropping steel balls on them. The test has four classes. Class 4 is the hardest one to pass: a two-inch steel ball, dropped twice on the same spot, and the shingle must not crack.
A Class 4 shingle is thicker and more flexible than a standard one. It bends where a standard shingle breaks. No roof is hail-proof, but a Class 4 roof gives you a better chance of coming through a storm in one piece.
It costs more than a standard shingle. If you plan to stay in the house, it is worth pricing both. We will give you both numbers in writing.

No roof is. Class 4 means it passed the hardest impact test. Very large hail can still damage any roof.
Ask your agent what a Class 4 roof does to your premium. Your policy and your insurance company decide that, and the answer is different from one company to the next.

Often, yes. The wrapper or the paperwork from the last install is the surest proof. We can also look at the shingle itself during a survey.
